By Our Special Correspondent

NEW DELHI AUG. 11. The former Delhi Police Commissioner, Nikhil Kumar, today joined the Congress and affirmed his faith in the ideology and leadership of the party.

Mr. Kumar, who was Special Secretary in the Ministry of Home Affairs and former head of the elite National Security Guards, met the Congress president, Sonia Gandhi.

The AICC general secretary, R.K. Dhawan, said the decision would strengthen the party both in Bihar and at the national level. Mr. Kumar's wife, Shyama Sinha, represents Bihar's Aurangabad constituency in the Lok Sabha.

Mr. Kumar's father, Satyendra Narayan Sinha, served as Chief Minister of Bihar.
