In letters addressed to every MP, Dr. Ramadoss said the MPs might be aware that the Government of India was contemplating a bill to provide for job reservation to SCs, STs in the private sector. This measure, he said, would contribute to socio-economic empowerment of the downtrodden communities. The ends of social justice would be met only if the proposed Bill included quota for OBCs too, he said. They would have benefited if the Mandal Commission recommendation for providing 27 per cent reservation had been implemented in right earnest when government jobs were aplenty.As the Central Government would not be able to generate fresh jobs, he said the private sector would be the only source of employment in future.However, its refusal to offer employment opportunities was totally unjustified and it ``calls for government intervention''.He said the sector must be told that the right to trade was not an absolute one under Article 19 (1) (g), and the State could place reasonable restrictions in the interest of the general public. ``I fervently appeal to you to argue for the inclusion of OBCs also in the Constitution amendment Bill along with the SC and ST communities. Your intervention and help in this regard would go a long way in the socio-economic empowerment of OBCs of India who would ever be grateful to you'', he said.
