Karunanidhi blames it on 'suppliant' employee leaders

CHENNAI Aug. 13. The DMK president, M. Karunanidhi, today held responsible "leaders of some employee associations," who needlessly bent before the Government, for its "harsh measures", leading to their derecognition.

While describing the withdrawal of recognition as an "anti-democratic" act which deserved to be "vehemently condemned," he said the associations acted as a bridge between the employees and the Government. Asked whether the derecognition could be applied to labour unions also, Mr. Karunanidhi merely said: "This fire will spread everywhere."

Addressing presspersons here, Mr. Karunanidhi said he would not press for using of powers vested under Article 356 of the Constitution to dismiss the Government, though, in his opinion, the situation warranted such a move.

When it was pointed out that the government employee associations could function even though they were not recognised, he said this situation was akin to a self-respect marriage. Such marriages were taking place even when there was no law recognising them. But if there was a problem after the marriage and if it resulted in a split, there would be no way of pressing for alimony. The employees now found themselves in a similar situation, he said.

Mr. Karunanidhi said the DMK would support employees who demanded their due after doing their duty. In this case, the employees only demanded that the benefits granted to them by the DMK Government be restored.

Asked whether the DMK would restore recognition to the associations if it came back to power, Mr. Karunanidhi said that as and when a new Government took over the reins of the State all "unjust acts" would be undone.

On continuing raids on the residences of former DMK Ministers and party functionaries, he said no one was worried. The raids were "politically motivated" and the party would deal with the issue legally.

Reacting to the demand for reservation for the poor among forward castes, Mr. Karunanidhi said quotas should be provided only on the basis of community. It would be better if the Centre, which wanted to introduce a reservation policy for the poor among the forward classes, took into consideration the DMK experience. In 1989-1991, the DMK Government tried to introduce a reservation policy for the poor, across all categories. The basis was that families, in which no one graduated, would benefit from the reservation, which granted five additional marks to a student pursuing engineering. But some persons went to court against this policy.

CPI (M), CPI condemn decision

Meanwhile, the CPI (M) condemned the move to "snatch" the basic, democratic right of employees and said the employees were being "victimised" because of the "irresponsible attitude" of the Government. The derecognition of employees' associations highlighted the "anti-labour" attitude of the Government.

All sections should jointly oppose the "anti-democratic AIADMK Government", the CPI (M) state secretary, N. Varadarajan, said.

The CPI described the derecognition as a "unilateral" move without any warning or enquiry, and demanded that the government order be withdrawn.

The State secretary, R. Nallakannu, said the federation of associations of employees and teachers had been trying to establish cordial relations with the Government. It should take back 6,072 employees who were either dismissed or suspended for participating in the July strike and hold talks with the associations on their demands, he said.
