Secretariat to be revamped

CHENNAI Aug. 13. The working of the Secretariat here is in for a revolutionary change. The Government wants to revamp the entire working system and work ethics to make the administration more responsive, purposeful and people-friendly.

The Government feels that the existing set-up and the work culture of the Secretariat has become age-old and that it has failed to live up to the people's expectations. "It is felt that the need of the hour is a more responsive, prompt, result-oriented, modern work culture, which is unfortunately lacking in the present set-up," says a senior official.

And this needs a new system in place. To bring about this "revolutionary" change, the Government wants to revamp the existing set-up of the Secretariat and the way it functions. It has constituted a four-member, high-level committee to suggest measures for revamping the administration.While the Home Secretary, S.M. Hoda, is the convener, the Personnel and Administration Reforms Secretary, S. Meikandadevan; the Public Secretary, T. Pitchandi, and the Special Secretary (Finance), L.Krishnan, are the members. The committee has been asked to submit its recommendations within a fortnight.

Hereafter, accountability and responsibility would be fixed on employees, who would be subjected to inter-departmental transfers as well as to any place in the State. Till now, they enjoyed the privilege of fixed posting here till retirement. Performance appraisal would be done for every employee, whose working would be monitored by a superior officer, who would also prepare confidential reports. The number of holidays, which the Government feels is on the higher side now, would be pruned and daily working hours increased, according to a government order. There will be a "vigilant watch on movement of staff", decentralisation of powers, outsourcing of certain services and a suitable reward for productivity and competence.
