The Opposition members walked out after the legislative business was transacted without discussion. The AIADMK and the Samajwadi Party are exceptions to the Opposition's strategy of boycotting the Rajya Sabha on the Public Accounts Committee (PAC) issue. As a result of the boycott, only 13 of the 34 special mentions listed during Zero Hour were taken up. The Constitution (ninety-fourth amendment) Bill, 2002, provides for the setting up of a separate national commission for scheduled tribes by bifurcating the existing National Commission for Scheduled Castes and Scheduled Tribes. The other legislation, the Constitution (ninety-ninth amendment) Bill, 2003, provides for protecting the rights of non-tribals by keeping intact the existing representation of the Scheduled Tribes and non-Scheduled Tribes in the Assam Legislative Assembly from the Bodoland Territorial Council Areas district. The two Bills had earlier been passed by the Lok Sabha.
