Sir, Refer to "Panchayats in practice" ( (Aug. 22) ). It is true that the States have resisted moves to cede power to local bodies. While the State Governments are fighting with the Centre for more powers, it is a pity that they are unwilling to delegate power to the panchayats.

* * * Sir, The panchayats cannot be reduced to a transfer mechanism for Government finances. If they are to be respected as the third tier of Government, they should be financially self-sufficient, administratively proactive and politically dynamic.
