Should we say `no'?

Sir, — This is with reference to the news that the Government will say `no' to troops for Iraq, even if the U.N. mandates it ( Sep. 6 ). But the Government should study the U.N. resolution in its entirety and evolve a national consensus, before announcing its decision. The present global context gives an excellent opportunity to India to take the initiative and work with countries like France and Germany to draft a new U.N. resolution on Iraq. With a substantial clout among the Arab countries, India should utilise the opportunity to take up a leadership role in defining a new world order.
