Sir, Arundhati Roy hits the nail on the head when she speaks of `managing public opinion' in the U.S. ("When the saints go marching out" Aug. 31 ). Only 25 per cent of Americans have passports, which means the vast majority has never travelled and depends largely on the media. It is a perfect situation in which to practise fear and propaganda. But many people also question the policies of the Bush administration. I have lived through the Vietnam war, and seen how long it took most of my countrymen to understand our responsibility for the horrible mistake it was. Now it is time to rouse the slumbering giant again, and I am afraid it may take time.
