Sir, In "India and the war on terror"( Sept. 12 ) , Raja Mohan has suggested a two-pronged strategy in the context of U.S.' reluctance to confront Pakistan. First, an active intervention in the political dynamic inside Pakistan, and second, recasting the internal security strategy to contain cross-border terrorism. While the second strategy is workable, the first, though laudable, has its limitations as the Pakistan Army is at the helm of affairs and has the blessings of the U.S. K. Parthasarathi, Chennai
