Sir, The dozen steps proposed by India to break the ice with Pakistan are welcome. The announcement that the Deputy Prime Minister, L.K. Advani, will hold talks with the Hurriyat also augurs well. .Success depends on Pakistan's response.

* * * Sir, A couple of days ago, the Prime Minister, Atal Bihari Vajpayee, while addressing a public meeting in Haryana stated that any future talks with the Pakistan would only be on the question of liberating Pakistan-occupied Kashmir. Now the Government has unveiled a 12-point package for peace with that country. Why the change in stand?
