Sir, I refer to the editorial "Anticipatory bail and justice" ( Oct. 23 ). When the National Police Commission itself has admitted that well over 60 per cent of arrests is unnecessary, adopting punitive methods in the pre-trial stage is meaningless.

Sir, Your approach is too idealistic. It is the fear of arrest and detention by the police that keeps the law and order situation under manageable limits. Our criminal justice system is heavily tilted towards the accused. It is worthwhile to bear in mind the agony of the victims too.
