Reckless urbanisation

Sir, — This is with reference to M.S. Gill's observation on the recent Environment Ministry notification ( Nov. 5 ). The Environment Impact Assessment (EIA) exercise has been in operation for infrastructure projects for over a decade.

It is only now, in the light of reckless urbanisation that is taking place in the States regardless of the availability of facilities such as water, sewage and a solid waste disposal system, that urban building projects have been brought under the purview of the EIA mandate. Why did Mr. Gill as the CEC use the Central security forces and contingents from neighbouring States during the conduct of elections at the State level, if he had such confidence in the State Governments' machinery?
