U.N. likely to help Iraq from 'outside'

WASHINGTON NOV. 21. With the situation in Iraq still being "too insecure," the United Nations is considering setting up a regional office either in Jordan or Cyprus, according to the Secretary-General, Kofi Annan.

He said that the U.N. was examining ways of helping the Governing Council from `outside' with workers and making regular visits to that country.

"There would be constant back and forth and direct consultations with some people in Iraq. This is what we have in mind. There are things we could do even from outside, offering advice, steering things right and going in and out."

He said that the Governing Council had suggested new political arrangements and sought the U.N. support.

But apparently members of the Security Council are keen on seeing the plans of the Governing Council pertaining to the drafting of the new constitution and holding of elections. These are expected to be in New York by the middle of December.

Mr. Annan said that he would be appointing someone "fairly shortly" to handle the U.N. operations in Iraq and perhaps even a replacement for Sergio de Mello, who was killed along with 21 others in the August 19 bombing of the U.N. compound in Baghdad.

"I think many people would want to see a U.N. role. We ourselves would want to help the Iraqi people; but one has also to be prudent." Many members in the Security Council felt that the U.N. should take on a bigger political role in Iraq.
