Siachen case: Army accused of `fixing' officer
JODHPUR,
OCT. 14.
Terming the General Court Martial (GCM) proceedings against Major Surinder Singh for reporting fake killings of enemy troops in Siachen a ``farce,'' defence counsel today accused the Army of ``fixing'' the officer while questioning the withdrawal of a warning letter issued to him.
``A person cannot be punished twice for the same offence as per the rules and established practices. But the GCM has been convened to punish Maj. Singh for the second time for the same offence for which he had already been punished with the issuing of a warning letter by his commanding officer, Col. K.D. Singh,'' defence counsel R.S. Randhawa told the seven-member jury headed by Brig. A.D.S. Grewal here.
