Issues in defence administration
DEFENCE MAKEOVER: Pravin Sawhney; Sage Publications, M-32, Market, Greater Kailash I, New Delhi-110048. Rs. 425.
THE AUTHOR has authored an excellent analysis of India's major defence policies, strategy and its effectiveness.
He has delved into all major facets of India's defence plans, structures and their strategic effect.
The book has also questioned many presumptions about India's defence sinews.
For a change, he has debated against India's achievements in military strategy, nuclear prowess, missile technology and border management. The chapter relating to Sino-Indian dispute, proxy war in Kashmir and the nuclear debate have been written in a very cogent manner.
The author has been less than fair to India's defence planners and military organisation. What he has not understood is that given the democratic nature of our government, political set-up and budgetary constraints, we were obviously not in a position to match China's military machine and Pakistan's ability to engage in a proxy war. The reader ought to form a balanced view while reading the arguments marshalled by the author.
It is a very useful reading for all those interested to know more about India's defence problems.
