    Court to hear petition against Scarlett's mother tomorrow

    Panaji (PTI): The Goa Children's Court will on Monday hear the petition filed against Fiona Mackeown, mother of British teenager Scarlett, by a Goa-based NGO.

    The NGO -- Utt Goenkara -- has prayed that Central Bureau of Investigation (CBI) or any other competent investigation agency should be directed to investigate the role of Fiona in leaving 15-year-old minor girl in the company of a stranger.

    Scarlett was found dead on Goa's popular Anjuna beach on February 18 following which two locals were arrested and charged for drugging, raping and leaving her to die on the beach.

    The CBI is investigating the case and the state police have already filed a chargesheet with Goa Children's court in this matter.

    President of Children's Court Desmond D'Costa has issued notice to the state police and the state, which will be heard tomorrow.

    The NGO has filed complaint against Fiona under section 156 (3) of the CrPC read with sections 109 and 34 of Indian Penal Code and section 8 (1) (2) and section 8 (12) of the Goa Children's Act 2003.

    Aires Rodrigues, who represents the NGO, has said that Scarlett had come to India with her mother who left the minor girl in the company of a local boy named Julio.

    He has prayed that the mother was fully aware that her daughter was a minor and that the law mandates that all children within the state of Goa be provided safe environment wherein the parents are responsible to ensure that the child is not abused and that her development is nurtured.
