Is there a difference between basil leaves and tulsi?

YES, THERE is a difference between tulsi and basil leaves. While they come from the same family, the Indian tulsi is known as holy basil and its western counterpart, sweet basil. The Indian tulsi flavour is spicier but sweet basil is more aromatic.

The leaves of sweet basil are bigger while that of tulsi are comparatively smaller.
