RAINS NOT only pacifies the climate, but also can create wonders in the process of water harvesting. This has not happened, which clearly indicates that we do not have a proper drainage system or scheme under our belts.

AMONG MANY civic amenities to be provided by the corporation, underground drainage scheme should be the top priority as it can be classified parallel to supply of drinking water and electrical energy. Unfortunately, these prime civic requirements deserve better planning, expeditious completion to avoid escalation of the final cost.
For various reasons, laying and completion of underground drainage in the city is getting delayed and maintenance of portions so far finished is also far from satisfactory.
Equal importance should also be given to laying open drainage system as the Central and State Governments have stressed on conservation of rain-water. Finally, implementation of these schemes means more and more funds are required, which could not be provided normally from the Corporation revenue and necessarily it should seek financial assistance in the form of long-term loans with free matching grants from the State Government.

A MAJOR environmental problem of Madurai is its poor drainage system, which contributes to health and traffic hazards.
Out of 72 wards only 29 are fully covered, 14 partially and the rest are not covered.
Sewage system of south bank was designed about 70 years ago As the sewage has exceeded the designed capacity, it is let into the Vaigai. At some places, septic tanks effluents are let into the open drains, which also reach Vaigai. Thus the entire river is polluted and it is classified one of the most polluted rivers in the country.
The situation becomes worse during rainy days. Further the stagnant polluted water enters the drinking water pipes at many places..
A plan was drawn up in 1998 to analyse the existing drainage system and improve it but the status quo ante remains.

UNDERGROUND DRAINAGE should be constructed even before houses are built in an area. It is the duty of the corporation to approve construction of buildings only after getting a plan for drainage, future installation of water pipelines, electric and telephone cables. But authorities do not follow these rules.
Even before individual house connection to the main drainage canal is made tar-road is laid.
The drainage system around the Meenakshi Sundareswarar Temple laid long ago, still works out better. I am very sceptical about the success of the present underground drainage scheme in the city.

DRAINAGE IS one of the basic and essential amenities needed for any city. It is the duty of the local civic authorities to provide this facility to its citizens. Now, the Corporation has issued notices to all taxpayers demanding huge deposit amounts to carry out the pending work. There is mass resistance to the demand, for the corporation had already collected property tax, a portion of which is to be utilised for drainage work, like provision of education, health, roads, street lights, etc. Also there is a court ruling that in so far property tax is collected, levying drainage maintenance tax is against law. Under these circumstances, the Corporation should take steps, to persuade the Government to sanction more grant or approach other financial institutions without delaying the completion of the remaining drainage system.

THE PROPOSAL to extend the underground drainage scheme to the areas not covered by it was mooted during the silver jubilee celebrations of the Madurai Corporation. For some reason or the other, the work was not taken up over the years.
Now the Corporation has earmarked Rs.65 crores for underground drainage project to be implemented in two phases. Apart from the funds provided by the Central and State Governments, the Corporation is required to collect Rs.33 crores, including the public contribution of Rs.22 crores and Rs.11 crores from the constituency development fund of MPs and MLAs.
The public feel that the deposit amount as demanded by the civic body is exorbitant and hence they are unable to pay it.
The Government, as a special gesture and in public interest, can make a grant of this Rs.22 crores to enable the Corporation to complete the work in time.

ONE OF the signs of a civilised society is the ability to dispose of all that is waste without causing inconvenience to anyone. Coming to drainage system in Madurai city, we begin to work on a war-footing only when things go out of control. Will it not be wise to plan ahead the drainage system needed for a particular area before all sorts of congestions come into existence. We are happy that a mega project is being implemented in some of the uncovered areas of the city. I feel it is better that the authorities concerned for laying roads carry out their work after the drainage project is completed.

WITH NEW areas added to the city due to delimitation of constituencies over the years and the rapid urbanisation, the present system is quite inadequate. It, therefore, calls for a pragmatic approach in planning vis-à-vis urgent need to conserve water resources by way of rain harvesting and its cautious use by the masses.
Besides, sewage purification plants must be installed in the system to use recycled water for industrial and agricultural purposes. Manhole covers of cast iron should be substituted with heavy concrete blocks to make them pilfer-proof. Instead of open type flood water drains, we should have closed type to avoid recurring expenditure on maintenance. Servicing of drainage system should be fully mechanised. Instead of taxing small number of house owners with additional taxes, the Corporation should think of imposing development tax on all the visitors coming to the city.

MADURAI CITY is stinking because of the lack of proper underground drainage system. A part of the city has been provided with underground drainage, while a sizable area is yet to be covered. This has resulted in stagnation of drainage water and the Vaigai being polluted by discharge of sewage water.
The Corporation is planning to restructure the entire drainage system by laying new pipes. In addition to public contribution, the project is also aided by the HUDCO and is expected to be completed by 2006. Let us hope that each house will be provided with underground drainage with the cooperation of other departments, such as, railways, electricity board, highways, telecom, etc.

As a result, slush escapes through sumps, inspection chambers and manholes, thereby posing health hazards. It is high time that the pipes were replaced or some other arrangement was made to improve the system.

THE UNDERGROUND drainage scheme is somewhat in a good stage in Madurai. Now, in more places this scheme is in progress and works are underway. Though it is a positive sign, we should take steps to maintain it properly after it is augmented fully. .

THE TOTAL sanitation in our city is still a far cry. Though Madurai is said to be the oldest city many basic amenities are yet to be provided. Three years ago underground drainage work was started in some areas like S.S.Colony, Arappalayam and Anuppanady which were not covered by the system. Though three years have , a lot of works are yet to be completed.
Our corporation is making all out efforts to improve the sanitary condition in some areas like K.K.nagar, Anna Nagar, etc., the same initiative should be taken in other areas like Bethaniyapuram, Solai Alagupuram, M.K.Puram, Sammatipuram and Chokkalingapuram which are also seriouslyin need of underground drainage system. This will also mitigate their sufferings to a great extent.
