Sir, Your Editorial `Securing rail safety' ( April 14 ) has only one snag, if I may say so. It has overlooked a slice of history. The Commission of Rail Safety, formerly called the Railway Inspectorate, functioned under the Railway Board till May 1941,when it was separated from its control pursuant to the recommendations of the Pacific Locomotive Committee which was endorsed by the then Central Legislature. Later it was attached to the Air Wing and placed under the Department of Communications. It came under the administrative control of the Ministry of Civil Aviation in May 1967. N.
