Civil services reform

Sir, — This refers to the article "Reforming Civil Services — a different view" (Open Page, June 24 ). The article rightly points out that the doctrine of "political neutrality" as is being advocated now is self-defeating. India still adheres to the colonial concept of political neutrality, which is parochial and conservative in character. The successful implementation of the policies and programmes announced by the Government requires on the part of the civil servants not only qualities of leadership but also emotional attachment to the socio-economic values of the policies and programmes.
