There is a debate going on about the desirability of reservation of jobs for the scheduled castes (SCs) and scheduled tribes (STs) in the private sector. The demand for such reservation is, perhaps, motivated by the fear that with increasing privatisation of public enterprises the openings available for the disadvantaged people may become reduced in course of time. There are two points to be considered in this connection.

In the first place, if such a reservation is decided upon eventually, it should be applicable to the remaining disadvantaged sections also such as the "other backward castes" who are now enjoying the fruits of reservation in the Government sector.

Second, many do not know that, even in Government service, there are areas or departments where an exception is made and there are no reservations for the SCs or the STs. The Army and departments, such as space research, are reported to have such exemptions.

The Government should indicate the correct position in this regard and, if it were true, the rationale thereof should be explained.

It is unlike in the case of reservation of jobs in the private sector. It may need time to develop a consensus and may involve the interpretation of the Constitution if the opponents of the proposal take the matter to the court.

The MPs supporting this proposal should raise it in the current session of the legislative body during the question hour.
