Back Tackling corruption

This is with refers to "UN blows the whistle on corruption" (Business Line, October 30). One main reason for widespread corruption in India is that many of the statutes and rules lack "temporal dimension". When one applies for a licence or permit, there is no rule which guarantees explicitly that the application for the licence will be processed within a time-limit, say, one month.

Of late, many organisations with high public interface have adopted Citizens' Charter that guarantees delivery of standard service within a stipulated time.
