KIEV (UKRAINE), DEC. 29. Protesters gathered outside Ukraine's government headquarters today to prevent the Prime Minister, Viktor Yanukovich, from convening the Cabinet after the Opposition leader, Viktor Yushchenko, called for keeping up pressure on his rival, who has refused to concede defeat in the weekend presidential election. Mr. Yanukovich's spokesman said the meeting planned for 1330 IST had been cancelled, the Interfax news agency reported. He said he didn't know when it would take place. Clad in orange ribbons and waving orange campaign flags, the crowd chanted ``Resign! Resign!'' and banged on drums.
