Commission seeks definition on local character of posts

HYDERABAD, FEB. 17. The one man commission headed by J.M.Girglani on the implementation of the six-point formula on public employment has sought a Government Order defining the local character of posts to plug loopholes in the implementation of the formula.

The report, which was tabled in the Assembly, said that unless the scope of the order as originally promulgated was defined, it would be difficult for the authorities to ensure safeguards against violations of the order.

The local character of posts was immutable and should continue to have the same percentage of reservation for local candidates, the Commission stated. Emphasising on the sacrosanct nature of these fundamental safeguards, it said unless this was done the entire Presidential order could be bled by upward revision of payscales, upgradation, gazetting and abolition of field offices and shifting of staff to the office of the Head of Department.

The Commission had been appointed to submit its report on anomalies in the implementation of the 610 GO and suggest rectification of defects and irregularities.

The report lists several startling "wrong applications, misapplications of provisions, leakages, deviations, contraventions, violations, skirtings and bypassings" of the provisions of the order to the detriment of the locals.
