Saptharishi's charges

This refers to the allegations against the Election Commissioners by L. V. Saptharishi, election observer for Bihar during the 2004 election. It is against all norms of service discipline for him to go public with his charges while in service. He would have won the sympathy of all had he resigned and taken up this crusade.
