A small spell of rain and there is total hell. Roads turn into endless stretches of rubble, rattling you right down to the bone.

A clear-cut case of shoddy work by contractors and the municipal authorities.

How do we make contractors learn their craft and the authorities their job? Put wily contractors to contract labour? Make the authorities mix tar? Make them do a marathon on their pebble-strewn creations?
