PATNA: Bihar Governor Buta Singh shifted Police Superintendent of Siwan Ratna Sanjay from the district under outside pressure, according to State Chief Secretary G.S. Kang. The chief secretary, who chose to proceed on an indefinite leave in protest against the large-scale transfer of IPS officers, including Ratna Sanjay, said here that the Governor transferred the upright SP of Siwan for reasons other than administrative exigency. He, however, refused to specify the type of pressure and preferred to keep mum on the source of the pressure -- political or administrative. Referring to his conversation with the Governor on the transfer issue, Mr Kang said when he objected to the transfer of Ratna Sanjay, the Governor mentioned the pressure being exerted upon him. Mr. Kang said the Governor had said he had to keep several things in mind and, above all, Mr Ratna Sanjay had submitted a request application seeking transfer from Siwan. "I had told the Governor that the request application was immaterial and I don't agree to it (the prayer for transfer)," Mr Kang maintained.
