Rivers are flowing to the brim, reservoirs, lakes and ponds are full. The heavens have opened up in the State like never before in the recent past but unfortunately much of the precious water is flowing into the sea as waste.

Can you suggest some plans, humorous ones at that, to the Government to conserve copious fresh water, without the whiff of a scandal?
