Madurai , Oct. 25 THE Sivakasi Paper Merchants' Association has demanded immediate withdrawal of the Central Sales Tax (CST) notification calling for submission of declaration forms and certificates every quarter, from October The association has termed the move a retrograde step that would hamper free trade and material flow from one state to another. According to the association secretary, Mr K.N. Annamalai, the procedure was ill conceived and ill timed, giving scope for malpractices at the assessment stage. In a memorandum submitted to the Union Finance Minister, Mr P. Chidambaram, highlighting the shortage of `C' forms countrywide, the association said many members had not received the forms from business associates even for the financial year 2002-03. As suppliers in the other states refused to supply material for want of `C' form declaration, business was hampered. Under the circumstances the move would be impractical, it said.
