Mittal Steel to launch offer today

STRASBOURG (FRANCE): Mittal Steel Co. said it would launch its euro21 billion ($27 billion) offer for rival Arcelor SA on Thursday after it got a green light from market regulators in France, Belgium, Luxembourg and the Netherlands.
