NEW DELHI: The Union Urban Development Ministry on Friday notified the recommendations of the Tejinder Khanna Committee report on mixed land use and new building by-laws for the Capital. The notification allows one month's time for seeking public views before incorporating it all as part of the Master Plan for Delhi-2001. Giving this information, Union Minister of State for Urban Development Ajay Maken said the poor and the middle class would benefit most from the new notification. "It will bring cheer to residents' welfare associations as their views have been incorporated into the notification for mixed land use." According to the notification, "zero tolerance'' for mixed land use in posh A and B category colonies has been kept intact allowing only professional activity. Limited mixed land use is permitted in the middle class-dominated C and D category colonies, and a liberal mixed land use policy in the economically weaker and commercially active E, F, and G category colonies across the Capital. The colonies have been categorised on the basis of the Unit Area Method scheme. In cases of self-occupied premises of professionals such as lawyers, doctors, architects, chartered accounts and computer specialists, only up to 50 per cent of the covered area would be allowed for "home-based professional work stations'' in the A and B category colonies. Identification of mixed land use areas and streets in both urbanised and urbanisable areas would be as follows: In colonies falling under A and B category, subject to specific request of the RWA, on residential plots facing streets and roads with a minimum 18 metres right of way (RoW) in regular residential plotted development. In colonies falling under C and D category, subject to consultation of the RWA on residential plots facing streets and roads with a minimum 18 metres RoW in regular residential plotted development, 13.5 metres RoW in rehabilitation colonies and 9 metres RoW in special area and urban villages. In the E, F and G categories, on residential plots facing roads of RoW 13.5 metres, 9 metres and 6 metres respectively in residential plotted development, rehabilitation colonies and special area, walled city and villages.
