BANGALORE: The bureaucracy must imbibe the corporate working culture of discipline, diligence and devotion to effectively deliver welfare programmes drawn up by the Government for the people's welfare. This is especially needed in the backdrop of liberalisation and globalisation, Chief Minister H.D. Kumaraswamy has said. Inaugurating a two-day conference of principal secretaries and secretaries to the Government, deputy commissioners, chief executive officers of zilla panchayats and top police officials here on Thursday, he said that the administrative machinery should make concerted efforts to plug loopholes and respond to the demands of the new situation. Expressing displeasure of administrative lapses in responding to the needs of the people in rural areas, he observed that both the representatives of the people and officials had a common responsibility to solve problems on priority. But some officials seemed to have an "escapist" attitude in responding to social needs, he said. The new coalition set-up was offering new and challenging experiences both for the administration and the elected representatives. On the Opposition complaints on tardiness in relief works in flood- and drought-affected areas, he said such complaints of financial mismanagement would not be tolerated. Deputy Chief Minister B.S. Yediyurappa pointed out the lapses in the implementation of welfare programmes. Chief Secretary B.K. Das spoke. Several ministers, including Minister for Home M.P. Prakaksh, Minister for Revenue Jagadish Shettar and Minister for Food and Civil Supplies Govind M. Karjol and Director-General and Inspector-General of Police B.S. Sial were present.
