Government staff plea on transfers

BANGALORE: The Karnataka State Government Employees' Association has urged the Government to evolve a comprehensive and time-bound transfer policy on the lines developed by the Maharashtra Government for checking political interference and preventing inconvenience to employees.

President of the association L. Byrappa told presspersons here on Monday that Government had been effecting transfers in an "arbitrary" fashion by issuing convenient guidelines to that effect.

In the absence of strict accountability and specific time frame, the Government has inadvertently encouraged political interference and corruption at several levels, Mr. Byrappa said.

Ordering transfers in the middle of academic year has caused hardship and anxiety to employees and their families.

A clear-cut policy would help streamlining transfers and instil discipline in administration in the larger interest of both the Government and employees.

While evolving the policy the Government must ensure that transfers were ordered only between April and May, he said.Evolving a comprehensive and a transparent transfer policy would also help the Government filling an estimated 90,000 posts effectively.
