BANGALORE: The Karnataka High Court was informed on Friday that the Judicial Layout extension near Yelahanka lacked several basic amenities and that it did not even have a sewage treatment plant. The court was told by some residents of the layout that sewage from the houses in the layout was being let out into the Allasandra Tank and that whenever there is blockage, the sewage flows back and leads to unhygienic conditions. The residents said the layout also lacked a shopping mall and a hospital and that people would have to go to Yelahanka to make purchases. They said the Bangalore Water Supply and Sewage Board (BWSSB) could be asked to connect the sewer lines from the area to a treatment plant. These facts were brought to light when the court was hearing a writ petition and also a contempt case against the society by some residents of Judicial Layout, Bangalore, seeking initiation of proceedings for violating an earlier court order. The petitioners said the High Court had in June 2003 directed the society against changing the nature of a civic amenity (CA) site in Judicial Layout. The society, they alleged, had violated this order by attempting to sell the CA sites. A Division Bench comprising Justice Rammohan Reddy and Justice H. Billappa, which has been hearing the case, had framed charges against several office-bearers of the society, including Mr. Shivalingaiah, who was a former District Judge, the association vice-president, Rudraiah, the treasurer Kemp Thimmaiah and one of the directors Basavaraiah.
Recording of evidence
The Bench reminded the parties that it would be in the interest of all if a solution to the issue could be formulated. It, however, refused to call off the recording of evidence against those whom it had charge sheeted. It said the contempt proceedings could go on even as a solution to the issue was being worked out. The Bench adjourned further hearing on the case to December 22.
