HYDERABAD: Differences surfaced along regional lines among members of the House Committee on GO 610, with some demanding its implementation in all public sector undertakings in tune with the J. M. Girglani Committee's recommendations and others opposing it. At the meeting, chaired by N. Uttam Kumar Reddy (Congress) here on Wednesday, Telangana MLAs T. Devender Goud (TDP), T. Harish Rao (TRS), V. Sunita Lakshma Reddy (Congress), Chada Venkat Reddy (CPI) and G. Kishan Reddy (BJP) wanted all PSUs to be brought under the purview of the GO, which is aimed repatriating non-locals from Telangana. But, Gade Venkat Reddy, D.C. Govinda Reddy (both Congress) and Y. Ramakrishnudu (TDP), who belong to the other two regions, reportedly opposed it. The Telangana MLAs contended that the GO was in force in the AP Dairy Development Corporation and Singareni Collieries. Chief Secretary J. Hari Narayan and Mr. Girglani attended the meeting. TRS legislator Harish Rao reportedly questioned the Government's stand that 15 per cent posts in each district and 25 per cent in every zone would be reserved for non-locals when there was no mention in the Presidential Order.
YSR seeks status report
He recorded his dissent over the delay in the implementation of the Girglani Committee report. Mr. Kishan Reddy wanted application of every employee regarding the local/non-local status to be attested by the department head so that there was accountability. Mr. Venkat Reddy asked officials to specify a time-frame for reducing the number of heads of departments from 306 to 102 as recommended by Mr. Girglani. The meeting decided to meet on January 10 to review further progress. Earlier, Mr. Girglani said there were violations in the Presidential Order, most in Zone VI. He wanted the Government to fix a date for the implementation of his report. Later at a separate meeting, Chief Minister Y.S. Rajasekhara Reddy directed the Chief Secretary to ask all heads of departments to furnish a status report on the staff position by the third week of January. The list should be ready by January 31 so that the Government could implement GO 610. He asserted that GO 610 and Girglani report would be implemented in letter and spirit.
