NEW DELHI: The Delhi High Court on Thursday issued a notice to the Centre after impleading it as a party in a petition by alleged gangster Babloo Srivastava. The petitioner has challenged his prosecution under the Maharashtra Control of Organised Crime Act (MCOCA) registered by the Special Cell of the Delhi police in connection with an alleged extortion racket run by him here between 1983 and 1997. A Division Bench of the Court comprising Justice M. K. Sharma and Justice Sanjiv Khanna impleaded the Union Government in the petition on the grounds that the notification extending the scope of the Act to the Capital was issued by it. The Special Cell had registered the case last year. Besides Babloo, it made his accomplice Fazl-ur-Rehman a co-accused in the case. Babloo is at present lodged in a Bareilly jail in Uttar Pradesh in connection with various cases. He was extradited to India from Singapore in 1995. There are as many as 39 cases pending against him.
