Airport regulatory authority Bill introduced

Special Correspondent

NEW DELHI: Civil Aviation Minister Praful Patel introduced the Airport Economic Regulatory Authority (AERA) Bill, 2007, in the Lok Sabha on Wednesday.

The Bill aims at creating a level playing field, fostering healthy competition amongst all major airports to encourage investment in facilities and regulating the tariff for aeronautical services.

Tariff structure

It provides for laying down the powers and functions of the regulatory authority to determine the tariff structure for aeronautical services, to determine the amount of development fees in respect of major airports, to determine the passenger service fee, and to monitor the performance standards relating to quality, continuity and reliability of service. The regulatory authority, consisting of a Chairperson and two members, can impose penalties in cases of wilful non-compliance of its orders or directions given under the Act.

The Bill also provides for the establishment of an Appellate Tribunal, consisting of a Chairperson and not more than two members.
