Warning against disorderly conduct

Sandeep Dikshit

NEW DELHI: Rajya Sabha Chairman Hamid Ansari on Wednesday sought to curb disorderly conduct by members.

Cautioning them that he would take recourse to Rule 255 if members continued to disrupt proceedings, Mr. Ansari even adjourned the House for five minutes when his warning went unheeded.

Rule 255

Under the rarely used Rule 255, the Chairman can direct any member whose conduct is disorderly to withdraw from the House for the day. He can also name the member and move a motion that the named member be suspended for a maximum period for the rest of the session. The problem arose after some members continuously interrupted Home Minister Shivraj Patil’s replies during question hour.
