LUCKNOW: After blaming the Central intelligence agencies for the November 23 serial bomb blasts in the State, Uttar Pradesh Chief Minister Mayawati fired another salvo at the Union government. She told journalists at her residence on Wednesday that terrorist activities in the country had been made possible by the large-scale infiltration of militants from across international borders. The Centre had failed to ensure adequate security and surveillance measures on the borders, she alleged. Ms. Mayawati said infiltration would not have been possible had strict vigil been maintained. The borders were porous. Apparently, the November 23 attacks were due to such infiltration, she said. She, however, was quick to add that the present Union government was not alone to be blamed; previous governments were equally responsible. The Chief Minister said she had written to the Centre that unless vigil was stepped up on the borders it would be extremely difficult to gain control or pre-empt terror attacks. The State government was alive to the situation and had taken all steps to prevent recurrence of such incidents. Ms. Mayawati said that the terror attacks had been successful because of the deep-rooted presence of terrorists. Besides, it was virtually impossible to know when and where the next incident would take place. Once they crossed the border the terrorists quickly mixed with the local population and procured ration cards and other documents.
