Create awareness of rights among officials, says Chief Justice

DINDIGUL: More awareness of human rights and humanism must be created among officials than among people, said M. Karpaga Vinayagam, Chief Justice of Jharkhand High Court. He was delivering a special address at the seventh national conclave of Human Rights Organisation held here on Sunday.
Praising that the organisation’s youth members have commitment, cause, concern, involvement and participation, he advised that the youth must take a lead role in protecting and propagating human rights.
Make everyone realise that humanity, humanism and humanitarianism are above all and every one irrespective of place, position or class, must respect them, he added. “It is a great challenge. Youth must fight to achieve it.”
Hitting hard on officials who failed to perform their duties, the Chief Justice said that posts were given only to serve people.
Modesty, propriety, politeness and decorum, helping tendency, sympathy and compassion are basic qualities of any post. Officers must use their posts to help people.
Change in the mindset is a must for officials to help people. Such a change in mental attitude would automatically protect human rights of all, he said. “IAS means ‘I Always Serve’ and IPS means I Participate in Service.”
The judge, who expressed grave concern over stagnation of huge volume of cases in all courts, threw a question: Who is responsible for stagnation of cases? All – lawyers, judges and people - are responsible, he replied.
“All should fight together to reduce pendency of cases. “Why don’t you think of plea bargaining or settle cases through lok adalats,” he asked. Right aim, excellent planning and proper execution are essential.
