North Atlantic Treaty delegates meeting in Paris decided on January 10 that the Western Powers would be prepared to hold talks with the Soviet Union provided there were thorough preparations beforehand, conference sources said. The Permanent Council of the 15-nation Pact met to ‘harmonise” the West’s replies to proposals for talks made by Marshal Nikolai Bulganin, Prime Minister of Union of Soviet Socialist Republics.
