Special Syndicate discusses streamlining of recruitment

Bangalore: More than half the posts in Bangalore University’s examination section are vacant. Direct recruitment for the vacant posts has not taken place for more than a decade. These and several other problems that continue to plague the examination section were discussed at the Special Syndicate here on Tuesday.

A Syndicate member, on condition of anonymity, said that several measures were suggested to streamline the system. “A lot of issues were discussed, right from the appointment of the examination custodian, recruitment of staff, use of latest software, to infrastructure development. Draft guidelines for the same were framed, which will be discussed again in the next Syndicate meeting,” he said.

He also said that the staff strength had to be increased in the examination section. “The present staff strength was sanctioned when the number of affiliated colleges under the university was 100. However, the number has now increased to 700. There is an urgent need to increase the staff strength.”

He said that many officials in the section were not qualified enough to handle the responsibilities of their posts.

Remedy

The Syndicate member also said that one of the measures suggested as a remedy to the situation was to depute permanent staff from the various departments to the examination section. “Whatever posts are vacant in the departments can be outsourced later. This way, we will be able to increase the staff strength and maintain the high-level secrecy needed in the section, until the Government sanctions direct recruitment.” He also said that the university has urged the Government to allow it to appoint some staff by direct recruitment, only for the examination section. He said that the university has since been sending reminders to the Government in this regard.

Appointments

The Syndicate also discussed the issue of appointing only Grade One and Grade Two principals of government and aided colleges and selection of Grade lecturers as examination custodians. The university has asked the Directorate of Collegiate Education if the facilities at the government colleges in the city could be used for examination work, such as valuation. The member said that the Syndicate had decided to establish a multi-storied building for the examination section.
