The Pay Commission’s suggestion that staggered working hours be introduced for working women with children, giving them the option of coming to office one-and-a-half hours earlier or leaving up to two hours late, is impracticable. Office work involves interaction with others and the supervisor or officer-in-charge. If employees of an office come and go at different times, there will be no proper co-ordination, supervision and guidance. As for the recommendation that women employees having minor children be allowed to take child care leave for up to two years for bringing them up, how will an office work if a number of employees go on leave for two to three years?
