Congress candidates’ papers rejected

DAVANGERE: As expected, the nomination papers of two Congress candidates S.S. Mallikarjun and Syed Saifulla were rejected on Wednesday by the Returning Officer of Davangere North Assembly constituency and the Congress is virtually defeated in a constituency even before the votes are polled.

Returning Officer Panduranga, after scrutinising the nomination papers here, declared that the nomination papers of Mr. Mallikarjun and Mr. Saifulla were not valid. He said that the “B” form submitted by Mallikarjun had two names and one name had been removed and there was no signature of an authorised person for making the change of name in the form.

He said that there could not be two names in the B form and if there were to be a change, it had to be made duly by the president of the respective party.

Hence, he said, nomination papers of Mr. Mallikarjun had been rejected.

Similarly, the nomination papers of Mr. Saifulla had been rejected as he had not submitted the B form.

Procedure

The official said that both of them could not contest the elections as independent candidates as the procedure for independent candidates was totally different. Since the last date for submitting nomination papers was over on Tuesday, they could not submit fresh nomination papers, he said adding hence both of them could not contest the elections.
