MCD to go paperless soon

NEW DELHI: The Municipal Corporation of Delhi is working towards a paperless work culture that will be put in place once the civic body shifts to the new Civic Centre now under construction.

According to MCD Standing Committee Chairman Vijender Gupta, the new work culture would lead to a marked improvement in efficiency and transparency.

It would also improve the civic body’s interactions with citizens by making the administration and working of all departments e-enabled, he said. “Since a majority of the general public in Delhi is not computer-savvy, the public interface of the MCD portal has to be easy to handle and user-friendly. Attention should also be paid to aspects of data security and integrity,” he said.

According to Mr. Gupta, computer training would be provided to municipal officials and employees to make them adept at using the software.

The company selected for carrying out this enterprise would be paid Rs.70 lakh to 80 lakh for the services rendered. This firm will prepare a ‘Gap Analysis Document’ within the prescribed time frame while a ‘Balanced Score Card’ would be completed by June 30.

‘Business Process’, ‘Data Migration’ and ‘Data Standards’ would be completed by August 11.

Similarly, ‘Architecture and Designs’ as well as ‘Business Model’ would be completed by August 25,” he added.

Mr. Gupta said that for the Engineering Department the various works that would be handled by the software would include estimate preparation, tendering, work commencement and measurement; material procurement; technical testing; quality control process; preparation of annual action plan; rate maintenance; and survey.

Other works would include monitoring of sanctioned plan; online issuance of certificates, booking of parks, and monitoring development of parks and gardens.
