Flying school: court calls for records

BANGALORE: The Karnataka High Court on Saturday directed the State Government to procure and place before it records relating to a notification in outsourcing certain facilities at the Government Flying Training School, Jakkur, Bangalore.

Justice N. Kumar passed the order after the State Government contended that the notification was based on documents in which the signature of the Adviser to the Governor (during President’s Rule) were forged.

The petitioner, SSCT Institute of Technology, Bangalore, said the Government had decided to outsource certain facilities at the school. It issued a notification on March 4, 2008 granting rights of operation and maintenance to the institution. It said an agreement was entered into between the flying school and the institution.

However, the Government unilaterally and without notice cancelled the March 4 order.

It urged the court to stay the cancellation, saying that it smacked of arbitrariness. The Government said the notification was issued on the basis of a forged signature.
