THIRUVANANTHAPURAM: The former Chief Secretary V.Ramachandran has called for evolving conflict resolution techniques and educating the youth to overcome the emerging challenges in governance. At a lecture on ‘emerging challenges in governance’ organised by the Centre for Policy Analysis and Research here on Monday evening, Mr. Ramachandran said that there were a compound set of challenges to be tackled for which new techniques had to be developed. “Developing such techniques is a time-consuming process and reaching the young is even more difficult. Everything except the system of governance is undergoing a churning process. A change in mindset, professionalism and rigorous training of the personnel are imperative to make them competent to meet the increasing demands and bring about a transformation,” he said. The field of politics too has a significant role in development. The first generation politicians who were part of the process of framing the constitutional provisions were disciplined. There is no harm in calling a bandh but it should not be enforced. It is time to think whether there is a need for more laws and also whether parties should be nudged to a code of conduct for development. © Copyright 2000 - 2009 The Hindu |
