NDMC adopts e-tendering model

NEW DELHI: The New Delhi Municipal Council has implemented its e-tendering model on the lines of the Delhi Government’s e-governance portal.

Contractors will now have the option of submitting their tenders online from any part of the country after uploading the tender documents on the civic body’s website which would be updated by the Information Technology Department.

In the first phase, the facility would apply to tenders of above Rs.10 lakh only. Subsequently in the second phase the limit would be reduced to include tenders of lower value as well.

“E-tendering would bring in transparency as the entire process of tendering right from publishing to the selection of contractors would be web-based. To implement this we have also trained over 300 staff members in the new e-tendering software C1India that has been incorporated from the Delhi Government web portal,” said a senior NDMC official. “Earlier contractors used to rush to submit their forms manually on the last day of submission, but now that would not be necessary as they can submit their documents online. They will only have to pay the two per cent submission charge to the department manually and after two to three months even this would not be necessary,” he added.

Elaborating on other salient features of the system, the official said: “As soon as it is time for the bid document to be opened, a button would be activated and the system would automatically identify and display the lowest bidder and also give a comparison. This would save calculation time in technical evaluation of about 10 to 15 days.”

“At the same time, secrecy in bid amounts submitted would be maintained as these would be displayed in encrypted codes which only the NDMC would be authorised to decrypt,” he added.
