Norms for third party power purchase issued

CHENNAI: The Tamil Nadu Electricity Board (TNEB) has issued norms for allowing third party power purchase and sale by private companies under the intra-State short term open access system.

Nodal agency

A generating company or high tension consumer with the load of one megawatt or above is eligible for the third party sale or purchase. The TNEB is the nodal agency for such transactions.

The open access contract will initially be allowed for six months or until restriction and control measures are lifted.

Documents such as agreements by buyers and sellers, commitment letters from the two parties, details of terminal beneficiaries and clearance letters from the superintending engineers concerned towards clearance of payment charges will have to be enclosed with the applications.

Apart from the application registration and agreement fee, different charges stipulated by the Electricity Regulatory Commission such as transmission charges of about three paise per unit, wheeling charges of about 1.5 paise per unit for 11 KV (kilo volt) and 22 KV consumers and scheduling and system operating charges of Rs. 500 per day will have to be paid.

All disputes and complaints relating to the intra-State open access system will be made to the TNEB, which will make efforts to resolve the grievance in 30 days. The Commission is the appellate authority.
