MALAPPURAM: Indian Union Muslim League (IUML) State president Panakkad Sayed Mohammedali Shihab Thangal laid the foundation stone for the Noorul Islam Higher Secondary Madrasa at a function at Vazhakkad in the district on Tuesday.
